These nylon washers are used on Tournament Soccer foosball tables as well as many other brands of foosball tables.  Use the nylon washers on standard 5/8" foosball rods.  Put them between the metal face plate and the rubber bumper.  Take a look at the drawing below to see exactly where the nylon washers are used.  Sold in sets of sixteen.
